Public & Crime Group

Our Public Law & Crime Group focuses on clients’ legal relations with the Hong Kong Government. We regularly appear before statutory tribunals and all levels of the Courts.  Our members also have experience in legislative and government lobbying, including drafting legislation for debate before the Legislative Council. They are also experienced in advising large corporates on regulatory compliance and legal strategy, as well as conducting internal compliance investigations.

Pantheon Members are particularly noted for their expertise in matters involving constitutional and international issues.  Our members have extensive experience before the Court of Final Appeal in criminal matters [See [2017] 20 HKCFAR 425], judicial review [See [2020] 23 HKCFAR 15] and election petitions [See [2018] 3 HKLRD 150]. Our members were specialist counsel in the first national security prosecution and are experienced in both defending and prosecuting at trial. Recently, one of our members argued the first successful challenge to the refusal of dependent visa on grounds of sham marriage [See [2023] HKCFI 1546].

Many of our members sit or have sat on statutory tribunals as chairmen, adjudicators and members, and have extensive experience in representation including before the Immigration Tribunal, Transport Tribunals’ Panel, Municipal Services Appeals Board, Registration of Persons Tribunal, Independent Police Complaints Council, Disciplinary Committee of the Estate Agents Authority, Appeal Panel (Housing), Administrative Appeals Board, HKSAR Passports Appeal Board, Obscene and Indecent Articles, and the Appeal Tribunal (Building).
